its done via the save game levries.........which basically are templates.
those templates can be altered........and since the lights and other body parts are on the template they can be altered too
the most effective thing is to alter the rear lights........
since it will shine in the new color you give them ;D

it needs to be done with a modded box and a paint editing program a la photoshop
